Empane is a fundamental strategy to build or improve primary health care systems and a critical route to obtain effective universal health coverage. However, there are few international advice to define the Empane or understand how to implement impancing systems in low and intermediate income countries. To fill this gap, a multi-country collaboration within the joint learning network for universal health coverage has developed this appearance, proposing a definition of the empane centered on people who reflect the responsibility of providing primary care services to all people in a target population. This document, based on existing literature on the Empane and representing the contributions of 10 countries, establishes standard concepts of empane and describes why and how the empane is used. Finally, it identifies the key areas which can influence an effective element and which must be taken into account to decide on the implementation of the empane. This document is designed to be a useful resource for health decision -makers, planners and decision -makers in health ministries, as well as for primary care service providers who work to provide primary care centered on quality people all over the world.
